About UPSEE

Fifty Years of Principled Representation

UPSEE — the Union of Private Secondary Education Employees — is a duly registered trade union established on 16 June 1976, operating under the provisions of the Employment Relations Act of the Republic of Mauritius. Originally founded as the Union of Private Secondary Education Teachers (UPSET), it was renamed UPSEE in April 1979 to broaden representation to include both teaching and non-teaching staff.

For nearly five decades, UPSEE has worked proactively to ensure that education personnel benefit from fair and equitable employment conditions. Today, the Union represents more than 4,500 members across Mauritius, Rodrigues Island, and Agalega, and is a founding member of the Federation of Education Unions (FEU), affiliated with CITU, and a member of Education International (EI).

Mission

To safeguard and promote the rights, welfare, and professional interests of all employees in the private secondary education sector, ensuring fair and equitable working conditions through principled representation, constructive dialogue, and steadfast advocacy.

An education workforce in the private secondary sector that is fully valued, professionally recognised, and protected — contributing with dignity and purpose to the development of a world-class national education system in the Republic of Mauritius.

Governance

UPSEE operates under a democratic, committee-led governance structure in full compliance with the Employment Relations Act of Mauritius. All decisions are made transparently and reflect the collective will of our membership, ensuring accountability at every level of the union.

What we stand for

Staff Welfare & Rights

UPSEE has been a guardian of working conditions since 1976. A landmark achievement is the agreement with the Ministry of Education since 1982, whereby upon closure of a school or redundancy, the Government redeploys staff in no less favourable terms — safeguarding thousands of jobs. Over 600 staff have been redeployed to date. UPSEE also represents members at Labour offices, CMS, CCM, and ERT, having lodged over 180 cases at the CCM since 2018.

National Education Engagement

UPSEE actively collaborates with the Mauritius Examination Syndicate, the Mauritius Institute of Education, and the Ministry of Education as a key stakeholder. The Union contributed to the inclusion of Mauritius Folktales in Grade 9 Performing Arts Textbooks in 2025, and participates in policy-making on Education Reform, Artificial Intelligence in classrooms, and the Assise de L'éducation.

Advocacy & Professional Development

Since 1976, UPSEE has shaped the education system through organised symposiums on school indiscipline, recreational programmes in collaboration with the Ministry of Youth and Sports, and ongoing research on mental stress and burnout among education personnel. The Union promotes constructive dialogue, ensures compliance with labour legislation, and secures the professional recognition of its members.

Our Professional Standards

Respect for Constitution & Rules

Members must abide by the constitution, policies, and regulations of UPSEE and respect decisions taken democratically by the union at all times.

Upholding Professional Integrity

Members shall maintain high ethical and professional standards in their conduct as education personnel, ensuring their actions reflect positively on the union and the profession.

Active Participation

Members are encouraged to actively participate in general meetings, consultations, union campaigns, and training and professional development activities organised by the Union.

Promotion of Solidarity

Members shall promote unity, cooperation, and mutual respect among colleagues in the private secondary education sector, supporting collective action when necessary.

Responsible Communication

Members must communicate responsibly and avoid spreading misinformation or defamatory statements that could harm colleagues, institutions, or the reputation of the union.

Respect for Diversity & Inclusiveness

Members shall promote an environment of equality, respect, and non-discrimination among all educational staff regardless of background, cadre, or school of employment.

Join UPSEE

Who can join UPSEE?

Membership is open to any employee of a Private Secondary Education institution across the Republic of Mauritius, Rodrigues Island, and Agalega at a monthly fee of Rs. 100. This includes both teaching and non-teaching staff. Workplace Representation

Members are represented at their respective workplace to negotiate amicably with employers on all employment matters.

Equal Representation for All Cadres

All cadres — teaching and non-teaching — are equally represented by UPSEE regardless of their role or seniority.

Job Security Protection

Members' jobs and working conditions are safeguarded following redundancy or school closure, owing to UPSEE's landmark agreement with the Ministry of Education.

Professional Guidance

Members receive accurate guidance on working conditions, leaves, car loans, duty-free exemptions, and all employment-related benefits.
